[s-cars] locking lug bolts w/ cone seat

I bought a set of bolts for Novas from Tire Rack. You can also get them from
ECS.

You don't want to run 5 locking bolts per wheel...you'd end up with 5
separate keys (they come 4 to a pack). 1 per wheel is plenty.
