[s-cars] Help: Right Rear Caliper Problems

Canadian Tire Corporation, Ian - an auto & hardware supplier in Canada. They
get so few of these calipers in for rebuild that they often supply new when
you order a rebuilt caliper.

Check the position of the e-brake cam. If it is on the stop or within 3 - 5
mm of the stop, the caliper piston is probably sticking. If the e-brake cam
is a goodly distance from the stop, gently persuade it back to the stop
(i.e. hammer) and see if this solves the problem.

When this happened on my UrS4, it was a sticking piston in the caliper.
Replaced it with a new caliper (a $75 "rebuild" from CTC which turned out to
be new). The other side failed in the same fashion about 2 months later -
same fix.

I just discovered that my right rear caliper seems to be partially stuck on.
(Wheel is warm and I can smell a phenolic odour from the pads).  It is about
-5 deg. C and snowing.  I thought the car was slowing rather quickly with
"no" brakes and the clutch in.

I presume that either it is an emergency brake cable issue or a caliper
piston.  What is the usual/quickest diagnostic procedure?
