If the alarm being tripped results in the hazard lights going on anytime
the signal light is used, I  would presume that it is illegal to drive
around in Germany with your hazards on unless there really is a hazard.
(When I lived in Germany, it was common to use your hazards briefly to
warn those  driving behind you that you just realized that there was a
Stau (traffic jam)  ahead on the Autobahn (they happen)).

As a result, a stupid thief will be pulled over by an observant Police
officer.  Or so my theory goes....
