[s-cars] VMAP question

Working on memory here, but I recall hooking the A'pexi up to the
throttle signal as well as other signals. I need to do an experiment to
be sure, but I don't think it tries to achieve maximum boost at 30%
throttle. I don't think driving in that state would be tolerable. Of
course, 30% throttle would restrict the boost anyway, I suspect.
