[s-cars] Failing the e-test?

A friend of mine (RIP he is no longer among us) has said this in front of a
judge for getting caught speeding at 164 km/h instead of 120 in Belgium. He
got away with a 200 euros fine and that was it.
Never tried it myself, I've only been caught once speeding, all the other
times were cameras and I got the picture in the mail after a few days...
my 0.02 worth of speeding :-)
