This may be a dumb question, but is the HSRB something that could be
installed on a newer car, for example my 95 S6?

The HSRB that Mr. Hap has manufactured..is will absolutely transform
your 92' I also have a 92 with an Eibach/Bilstein suspension and I
thought it was pretty good before the RSB.  But now she is on rails
after installing the HSRB (Happersized Rear Sway Bar).  Hap can give you
the exact details.
