I'll "third" the fact that there should only be one rear fog light,
for the reason as stated, not to be confused with braking.
Here in Europe, the center mounted brake light is not as common as in
the states (since it is not legally mandated) so you can't use that to
discern between braking and dual-fogs.
I think the A6 is the only car I have seen with dual rear fog lights -
and on that car they are so close together that gives differentiation
to the normal tail/brake lamp.
Emre: When you drive in Germany for a while, you soon find out that
the rear fog lamp is very far from annoying and unneeded. It is a
very very useful safety device!
Just this week I was driving in the Alps with some friends and the fog
was so thick that you couldn't see the car in front of you once it got
more than a few meters away. However once people switched on their
rear foglamps, you could see them from a much safer distance away, to
avoid rear-ending them!
One might wonder how many of the fog-induced multi-car freeway pileup
collisions that occur in California might be prevented if the US also
mandated rear fog-lights (and their proper usage.... you can get a
ticket for having the rear fog light on here when the conditions do
not warrant!)
