Or rather it might mean that your turbo is having to produce 3.5+ bar
of pressure at the turbo outlet in order to get the 2.1-2.2 bar of
pressure at the intake manifold.... :-/

My car could still make 25psi on my Autometer gauge (normal for the IA
chipset that I had) but then it was found out during the Mihnea tuning
session that I had some major boost leaks, including a cracked
intercooler and some PCV leaks as well.  (Billions of thanks to Matt &
Chris & Mihnea for their troubleshooting on that stuff BTW!!)

Even if you have leaks, the wastegate will still be controled to give
you your target pressure at the manifold.  So you might not see some
minor-moderate boost leaks with the "max pressure" acheivable, but you
should see it in a higher boost threshold + longer turbo lag.
