It is trying to protect the turbo...
If there is not enough airflow, such as at low rpm or low throttle plate
angles, then the turbo will run over the surge line at the backpressure
created will try to stop the compressor, it can damage it... One of the
reasons they use dump or bypass valves on turbo cars... Not to make noise
between shifts, but to allow the compressor to remain at speed.
