If you're getting a fluttering noise between shifts then the diaphragm on
the BPV is torn. When I bought my car 4 years ago it had this, and I too
assumed it was normal and kind of cool. Sounds just like the racing
turbocharged cars from Audi, Porsche, etc.
If you have access to hand operated vacuum pump, like a Mityvac, you can
quickly check to see if the BPV is working. Pull the small hose off the top
of the valve and attach the vacuum pump. If it holds vacuum, you're okay.
If it doesn't, your diaphragm is torn.
For what it's worth, I replaced mine with a stock 034 145 710A (Bosch part
no. 0 280 142 108) four years ago and have not had any problems with it even
with MTM 1+ chips. Cost was ~$25. I first replaced the failed one with a
Sport Quattro BPV, 034 146 710 (Bosch part no. 0 280 142 102), and it had a
very noticeable goose honk at partial throttle and 2800 - 3000 rpm. So I
went to the stock 710A, which is completely silent. However, the Sport
Quattro BPV was definitely more responsive. It's been four years so I don't
recall the boost threshold with the Sport Q valve, but it definitely felt
like it came on at lower rpms.
