Basic Physics says Energy in = Energy out.
Temperature, BTW, is NOT energy, just reflective
of the type of energy of the molecules (kinetic).
Since the HiEnergy Infrared bulbs put out more
LIGHT energy (lumens) for the same input energy
(rated wattage) the actual heat energy (ability
to warm the surrounding lamp housing and raise
IT's temperature to the melting point) must actually
be less. Yes the BULB runs at a higher temp, but
it can't heat the lamp housing as well.
Analogy: Space Heater run at about 300 - 400 degrees F
and can effectively heat a room, given adequate time
because their wattage is usually around 1K to 2K Watts.
A Propane torch probably (don't actually know, guessing
by flame color) runs at around 600 to 700 degrees F but
probably has only few 10's of Watts of heat energy, and
does not effectively heat a room.
So, it's not the temperature that will melt the housings,
it's the Heat energy, which, by the numbers, must be less
with these new bulbs.
To put it this way, I'm putting my money where my mouth is,
my bulbs shipped yesterday, and I'm not too concerned about
my housings melting. And no, AFAIK, no one has tried this
yet to be sure. I'll post if there's a problem though.

I wasn't happy with the stock lo-beam bulbs. I replaced mine about a year ago with PIAA Xtreme White bulbs - direct replacement - same wattage more lumens, probably more expensive than the GP. Significant difference. I'd post the pics but don't have them on a serever. Can e-mail them if you are interested.
I replaced my headlight lenses with Euro spec ones a couple of weeks ago and noticed no deformation of the replectors due to overheating.
