[s-cars] too much boost?

No such thing right?  I recently replaced the TAP software with MTM (3bar), but have not found a stock wastegate spring.  At full throttle, my boost gague (VDO) pegs at 25 psi.  Even if perhaps inaccurante by a couple of PSIs, since the engine is otherwise stock, I feel that this is just too much boost.  Here is my question.  Do I have to loosen all those little hex nuts before turning the tension on the spring back.  The little cover on the center is already missing.  I tried to loosen the center bolt but was not able to turn it in either direction, albeit with less than moderate umpf.  How much of  a reduction in boost can I expect from turning back the spring?  The identical software showed 22 PSI in my previous S6 on the same gauge (with RS2 EM and brand new head).  Surprisingly, I get no audible pinging on either car with 94 Sunoco.
