If only one plastic clip broke under the hood the procedure is to unclip
the cable from the lever inside the car and pull it with locking pliers.
If it's any other problem you will need to activate the latches from
under the car with a sawed off pool cue.

My hood latch is suddenly not releasing.  I know I've seen previous
