I also found this odd when it happened, but as I thought about what
happened afterwards it actually made sense.
Remember that Ralf's car was out in the middle of the front straight,
with debris all over the front straight. Michel Schumaker pitted before
the front straight, so he had to obey the pit lane speed limit, but
he avoided all the debris. The cars that didn't pit had to slow down
to pick their way around the wreck and through the debris, so even
though they didn't have a pit lane speed limit to deal with, they may
in fact have driven just as slow as if they were in the pits, at least
for a portion of the front straight. This is what allowed Michel to
stay out in front. It was a slim advantage, but just enough.
