Even then, you can use spacers.  I am running 16 in AVUS wheels on mine with
993 Big Reds using spacers.  The spacers obviously will push the
wheels/tires out a touch.

Yes, unless you've substantially modified your brakes.

Generally, a smaller cross section, i.e. narrower tire, say a 195 or 205,
will do better in snow .... often lots better, ... subject to tread wear,
design & rubber compound.
