IT could the cable or the caliper cam. Turning back the cable adjuster
won't fix your problem. The removing the end of the cable from the
caliper and check the cable movement and the cam movement to determine
the culprit. I just replaced both rear calipers and both ebrake cables.
The parts are cheap. Calipers were $90CDN (so like $5US) and the cables
were $25CDN. There is a procedure of UrS4.com for fixing the caliper
cam but there is nothing you can do for the cables.

or should i just back the handbrake adjuster back a few turns?
or is it less hassle to just get a new / reconditioned caliper?
