[s-cars] Wastegate Question

There is a black rubber hose that is connected to a banjo fitting on the
side of the wastegate that runs down over the turbo and connects to a
solenoid valve by the intake boot. I assume this controls the wastegate.

1. Does it work under vacuum or boost?
2. I would like to replace it, the dealer price is very expensive, can I
use a silicone hose? Any recommendations on suppliers?
