Sure, seems to me that, just like the laundry in the wringer washer, once it gets off-balance a bit, it would get even worse.

Wouldn't the sand just fall to the bottom of the tire when you stopped...or 
even slowed down a lot? The sand would have to 'magically' even itself out 
after every traffic light.

The whole thing sounds unlikely.

Then again, what do I know?
