I'd suggest packing it solidly in a shipping container.  Weight is
usually not a factor in marine shipping like this.  I can't speak
to Manila, but it was about $4000 end to end to ship a 40' container
from Columbus Ohio to Prague Czech Republic about 4 years ago.
That covered picking it up by truck in Columbus, marine shipping,
and delivery via truck to Prague.

Figuring how to do the paperwork to get it into the US might be
a whole different story.  Essentially, you will be bringing a 
non-DoT/EPA approved automobile into the US.  I'd suspect the
situation that it's 'wrecked' will have nothing to do with it.
