[s-cars] HCs and MPGs

Gentlemen (and Pizzo),
Took the car in for the annual smog test today, HCs came back above limit.
I, ummm, passed anyway, but I'm wondering if this is typically related to a
mechanical component, such as O2 sensor or other.
I have NEVER been able to get 20mpg, even on straight highway trips. Lead
Sneaker Syndrome (LSS), you say. Well, maybe so, but when I had my 95 green
avant full RS2 (less the cam) I would get 21/22 MPG on these same highway
trips, same LSS. I think I should get better MPG with a chipped OE K24 + RS2
EM.
Patient is 95.5 Avant, purchased (rescued) in February, from a PO who was a
bit sketchy. The car had 63K miles on it and always ran well, made good
boost (18psi) even though it had TAP software. Came with RS2 EM and stock
turbo (possibly an RS2 or 7A cam), now has 80K miles, MTM 1+ 3bar...Makes
23psi of boost, very smooth, no obvious ignition gremlins.
I will be installing new Spark plugs and O2 sensor in the next few days.
What I'm wondering is if I have a stock cam or not, as I have heard MPG
takes a nosedive with RS2 cam. Is it possible to tell a 7A or RS2 just by
pulling off the Valve cover?
The intake hoses are Samcos, and the BPV is the adjustable Hypergizmo from
Strat., judging from the boost gauge, everything is working as advertised.
Just crappy MPG and high HCs. Any thoughts/observations other than "get a
Toyota Prius if you want better gas mileage" are welcome.
