[s-cars] Wastegate spring tightening

Generally what I have found with adjusting the spring is simply how quickly
the WG responds to the WGFV.
I don't think it will give you any more boost, it can certainly give you
less boost.
It simply controls wastge creep, if you crank in down a whole bunch then the
engine becomes really peaky.
I found once that if it's screwed down to tight, it would bring boost on so
fast that the cruise control could not modulate the throttle well enough to
keep a constant speed. The speed was up and down by about 5 MPH or so.
