JR,
First check and make sure your latch is clean, lubricatee, and actually
latching. It is a pretty simple system, but might need basic maintance.
I was having the opposite problem, the passenger's side wouldn't
unlatch. What I found is that the hood release cable runs from the
driver's side to the passenger's side.
Mine didn't have enough tension set on the passenger's side. I would
start be putting some slack into your cable on the passenger's side.
You can do this by loosening the lock not and letting some of the cable
slide out.
Hopefully this will allow the latch to competely latch for you.
