[s-cars] first post/ cluster needed

Chris-
The instrument clusters must have a primary reading in US units
(miles) for the car to comply with DOT standards. I know that some
cars have slipped through w/o this, though, but I don't know if that
is the case now.
David- I would contact Kent Anderson at karquattro.com about this
issue- he has imported quite a few Canadian cars to sell in the US, he
might be able to help with sourcing US-spec clusters.
