I can attest that Igor's guy does okay work (my fixed wheel does not balance perfectly- I didn't bring it back, so I don't know if it could be fixed or not), the price is great. However, Willow Grove isn't very close to Brooklyn or Queens or wherever Serge lives. :-) Taka
