You can get it from Digikey, my favorite mail order electronics store.  
(www.digikey.com)

If you enter "teflon wire" in the parts search portion of the main page, 
it should bring up several hits.  If you then click on "hookup wire", 
you'll get exactly what you're looking for.  (Well, at least white and 
black)
