For Q1- yes, you can run the OEM S4 16x8 ET40 wheels on your '91
200q20v. They are rather wide for use with snow tires IMHO.

Q2- both the '91 200q and the UrS are rather undertired in US-spec
form- I would recommend getting at least 17x8 wheels, preferably ET35.

The closest sizes to stock in a 17" wheel/tire combo would be either
225/45R17 or 255/40R17. However, euro-spec UrS cars came with
245/40R17. Any of these sizes will work fine on either car with wheels
of the correct offset.
