I believe the relay is a different relay for the low speed fan with the AC
on as opposed to the higher speed fan so you might want to check the relay
in the relay box underneath the hood as well.

It is tucked away on the driver's side, in front of the washer res. It is,
however on the bottom side of the "framing" to which the intensive headlight
sprayer is mounted... the rear mount. My guess is that IC removal will be
required to access it well.
