200 EUR = $250
add $50-$100 for shipping
add $100 for new lenses
add $25 for new bulbs
add extra time to install new lenses and clean reflectors 

so basically in the end it's maybe 75% price of buying new, and you
have a set of used headlights that might have internal damage (lots of
such parts come from crashed cars), and the reflectors may tend to
melt on you (even with 55w bulbs).

Not to mention that you have at best a 75% chance of not getting
screwed by a ebay.de seller.

BTDT and my end cost was cheaper since I brought them home myself, I
wouldn't do it again though, not worth it in the end!
