Riff,
I assume you are trying to put the whole bumper back on. I struggled with
this a bit, got my "bitter half" out to help me, she has no patience, so I
sent her back inside the house to make herself beautiful. At any rate, this
is what I did and know:
1. The bumper supports are adjusted for length by rotating them - make sure
you have the threaded hole on top. Get them straight and push the bumper on
as best you can. I had a couple of small boxes for the ends of the bumper to
sit on but don't worry about putting the ends in until last.
2. Use a mag light or similar to look up through the hole in the bumper to
see if things are line up. Stick your hand up through the lower grill area
to feel if things are lined up. Adjust until you see at least part of the
bolt hole through the hole in the bottom of the bumper. Stick a phillips
screwdriver in there to line it up. Put the bolt in on the end of a hex key
(my sockets wouldn't fit in there. Tighten a bit, do other side.
3. Push ends of bumper up into bracket and snap in lower bracket thingy.
4. Tighten up hex bolts
That's what I did. There may be a better way
