Bob - When you say you're checking voltage across the fuses and seeing
zero, are you literally doing that or checking for voltage to a known
ground?  If your ground for the headlights (don't know how this Blau
harness is configured) is bad you won't see any voltage by checking it
across the fuse.  Need to check the power into the fuse to a known
ground.  If you have power there then I would check the other side of
the fuse for continuity to a known ground.
