The flanges are usually attached to a splined shaft with a bolt.  Are you saying that the outer CV joint is turning in relation to the motion of the wheel, but the inner CV joint on that same half-shaft is not moving?  If so, blown inner CV joint.  If the inner CV joint is moving problem is with the front diff.  My money is you have a blown CV joint.
