Well, the reason is maybe nobody has ever fixed one before. AFAIK, I am the only one who ever reported an issue with the clock spring and case. In my situation, the case actually cracked open and the spring lost its force. This resulted in the serpentine belt coming off and me losing both power steering and power brakes (and alternator, etc). There was no "fix". The car had to be flat bedded to the garage and a new serpentine belt tensioner installed. It wasn't pretty.
