You could, just measure the current that the HIDS run while on.
Now use Ohm's law to calculate the current a 55 Watt headlight draws at 13.5 
volts .
Take that current number subtract what you actually pull with the hids.

Use ohms law again to calculate the shunt resistance you will need to create 
the same power draw as the halogen bulbs.

One thing that you may what to look at is the inrush current when firing the 
HIDS. Some ballasts can be very greedy with current, and it may end up 
frying your self-check unit, or your headlight switch.
