Bob,

I'm assuming the tires are balanced, but are you sure they are ROUND?

I had a vibration problem with my 91 200q20v that no amount of
balancing would get rid of.  On my 4th? 5th? visit to get the wheel
rebalanced, I walked back in the shop while they were balancing the
wheel.  Looking at the bottom of the wheel (as the top was covered by
the safety shield) I could see that the tire was quite out of round.

If the defect is on the outer edge of the tire, perhaps it only
surfaces when you are loading that portion of the tire..

Just a different angle to look at.....YMMV!

A simple elimination check might be to swap tires Left vs. Right, I suppose...
