As I recall, if you just unbolt the hood release lever from the kick panel,
you can then just pull (lever and all) on the cable. This will allow you to
pull a longer length of cable and hopefully release the 2nd latch.

In my case one of the plastic cable guides had broken and the farthest
(right side) latch would not release. A look at the cable routing explains
everything.
