[s-cars] Too much boost

S'ers,

I have been chasing a strange problem in my 1995.5 and I am stuck. 
Looking for some ideas.

I'm running an RS2 manifold and turbo, Racetronix injectors, and
Mihnea software.  I see 28ish psi in second and third gears, but I can
see as high as 31.6 in fourth and fifth.  Not good.  Boost numbers are
the same whether displayed on the TDS-1 (Kevin's integrated boost
gauge) or on an analog gauge, so I'm fairly certainly that the boost
readings are accurate.  Further, since Kevin's gauge reads directly
off the pressure transducer, I assume that the ECU is "seeing" the
same boost numbers that I am.  In short, it appears that the ECU is
dictating these high boost numbers, or at least has no way to control
boost at these numbers.

This problem is not new, but rather something I have seen  as long as
I can remember.

So far:

The WGFV has been changed with a brand new one.  

I ran Marc S's ECU (his chip is a clone of mine) with the same result.
 Marc does not has this problem, but runs a different turbo.

I swapped chips in my ECU from Mihnea custom to Mihnea "generic".  The
generic chips have been extensively tested by Bob Myers in a basically
identical car without this issue.

Marc and I swapped altitude sensors.

I have no boost leaks.

If I unplug my WGFV the max boost I see is 7.2 psi, so no obstructions
in the hoses to the WG.

I inspected the WG diaphram, which looks good.

One other tidbit:
Kevin's gauge also flashes a question mark in "boost hold" mode when
the car is under boost.  This may or may not mean anything.

Any suggestions are welcomed.  TIA.
