There is a long C-shaped bracket that snaps into another. If it is just
snapped off you can put it back on by putting the top in first and then
pushing the bottom in, If the bracket is broken you will have to take the
cover off and do a repair. Following is a post I submitted a long time ago:
S-men,
While having my bumper off as part of doing the timing belt R&R I decided to
repair one of the brackets on the side of the bumper. It was not rocket
surgery or a great feat of engineering but I thought I would post a couple
of pictures. I used some galvanized metal channel I had laying around since
I built my boogie van for a trip to California back in 1972 (those were the
days!). Cut a small piece of it, cut it to fit, bent a lip on it and riveted
it and glued it in place. The capper (literally) was taking the cover off a
Bik pen, slicing it and gluing it on the lip. Hope this is helpful to
another lister with a broken bumper bracket. Pictures are at

The BiK pen didn't work too well because it was too flimsy so I just rolled
the metal underneath to form a lip - seems to be holding OK.
