[s-cars] boost hesitation and timing?

I am having a 1/2 to full throttle boost hesitation where it feels as though the timing is being set back some, its not very intense but I can feel it.  idle is fine and normal driving is fine, power is there for the most part at least.
boost is hesitant and choppy but it pulls, could this be a timing issue?  Plugs are 2.5 years old and boots look pretty ruff, couple of them are missing the bottems.
