Actually the Euro version of the Volvo Bi-Xenon have the additional  
Halogen H1 high beam while the US (DOT) version eliminate the  
additional Halogen H1 bulb and replace them with dim bulb DRL.  FYI,  
the Volvo Euro Bi-Xenon uses the Halogen H1 high beam as the DRL.   
The US (DOT) version eliminate the halogen high beam by replacing the  
reflector (replaced with white plastic) to reduce light output and  
simply function as DRL only.

The official explanation was that DOT have a restriction on how much  
total light (from the high beam) and the Volvo Bi-Xenon Euro version  
exceeds that limit.

Actually from all four cars I have with HID headlight,  MB E55,  
993TT, V70R and S4 (xenon conversion),  the Volvo has the brightest  
headlight.  Plus I never have any problem with high beam flashing,  
they light up comparably fast.
