I had the exact same problem with used OEM xenons from ebay.de. One tab
was broken as well.

I used JB weld, but it works best by a mechanical bond. Scuff up the
adjacent surfaces, top and bottom and spread out the epoxy so it forms a
large surface area over the tab, the farther you spread the epoxy the
better. You may have to do this with 2 or 3 applications to build up a
decent thickness. If you use the 5 minute stuff, it shouldn't take too
long.
