Jim,

Did you measure continuity end to end when you were done soldering?  I have
had bad solder joints stay bad after I re-flowed them...sometimes they are
stubborn.  A simple continuity test would be good, although at this point
its starting to look like the problem is somewhere else....but I would
definitely think its got to be a loose/bad connection somewehere.

I painstakingly re-soldered every soldered joint on both boards on my
cluster. I sprayed some oxidation solvent on the connectors before
installation.
Started the car, the tach worked for a little while and I drove her around
the
block. It then stopped working. I saw it starting to fluctuate while I was
at
3000-3500 RPM (between shifts) and it then went to no indication at all. I
think
I can eliminate the boards at this point. If anyone has an S4 tach they are
willing to part with, please let me know. I have a friend sending me an S6
cluster to troubleshoot with, but I think at this point, I need a new tach.
