[s-cars] '94 urS4 drag video

I just noticed something funny in this video....the bottom of it says 4600
lbs and a 2.2L....well the 2.2L is right but this guy has been on some funny
scales or else he carries around lots of sandbags.  Does anybody know who's
car this is?
