It is easy.  You need to fabricate the Better Bilstein Back Brake system.

Mount the previously described Bilstein tool under the back bumper 
with a strap hinge (from the same hardware store), oriented so that 
the end of the tool with the 1/4" square bits points forward when it's 
against the underside of the bumper and with the hinge at the rear.  

Fasten a small 1/16" diameter wire cable to the front of the Bilstein 
tool, and route the cable forward through the rubber exhaust system 
hangers and up through a small hole drilled in the driver's floor 
near the parking brake lever.  Fabricate a hand sized loop in the 
cable with a length such that you can just hook it over the radio's 
volume control knob when it's pulled tight.  This will hold the
forward end of the Bilstein tool up against the underside of the 
rear bumper.

When superior stopping power is required, simply slip the wire loop 
off the radio volume control knob.  This will allow the wire cable
to go slack, allowing the Bilstein tool to pivot downward on the 
strap hinge.  This will permit the end of the tool with the 1/4"
square bits to swing downward until the 1/4" square bits engage 
the pavement.

As the 1/4" square bits engage the pavement, a rearward & upward
force will be applied to the Bilstein tool.  This will tend to 
raise the rear of the car, causing even more pressure to be applied
to the 1/4" square bits engaging the pavement.  This self enhancing
servo mechanism should provide MUCH better braking from the back
of the car.
