It could be a plugged tray for sure.  It also could be  a sign of a
leaking seal around the base of the relay box in the rain tray.  In my
93 S4, I had to completely remove the relay box (was a real b*tch!!)
and re-do the seal with liberal amounds of silicone.  No wet foot
after that !

The ghost here is that it drips on the right foot.  This is because
the water drips down above the left foot, but goes into plastic
crossmember / hvac tube, and then drips on the driver foot.
