Not necessarily.  Depends on where the air pocket is.  In any case, if
you're not getting heat at idle then obviously you're not getting enough
coolant flow at low rpms.  Either there is a blockage of flow due to an
air pocket, your heater core is blocked due to corrosion or scale
buildup, or the water pump impeller has eroded away and you're not
getting enough pumping action at idle.  It's much easier to add some
coolant, even though the level may look normal, to rule that out before
you dive into a water pump or heater core replacement.  Just keep adding
coolant until it's obvious it's just going to overflow if you add more.
