Oddly enough in my quest for my squeaking suspension sounds when I had
H&R's I was able to remove that covering with just an utility knife and
a set of channel lock pliers.  Didn't have to remove the suspension at
all.  As for the "purpose" of that wrap..that is an unknown to me...but
removing it did NOT solve my issue at the time...switching to my Eibachs
did..shrug.

This isn't actually all that uncommon in the snow & salt areas of the
country.  The H&R springs have the little plastic wrap covering one of
the
coils and this seems to trap the moisture causing deterioration (rust)
and
eventual failure.  I've seen it on 2 or 3 cars in the Twin Cities (MN).

H&R *did* replace the springs under warranty.
