I've seen dealers do this type of key making for instances where a local
shop owner who has a buisness relationship with the dealer create keys,
but for all other instances, a valid registration has been required.
on a similar topic, anyone seen this NY Times post?

could be cracked using a ``relatively inexpensive electronic device'' that
acquires information hidden in the microchips that make the system work. "
The article mentions 150 million Ford, Nissan and Toyota's are at risk.
