[s-cars] 97 A6 2.8 question

One of my co-workers has a 97 A6 2.8, with the following two problems.

1.Ignition switch:  Not only does it fail to shut off the starter, but when you put the key in (newer style), the lock cylinder will turn clockwise by itself (about 1/8 turn).  The door chime will also go on when the door is opened, even if the key is not in and all accessories are turned off.

Sounds like the electrical part of the ignition switch that some of us have had - but does the fact that the key wants to turn by itself have any further significance?  

2.CEL recently appeared after oil and air filter change.  VAG Com code is: 16989 Internal Control Module ROM error, P0605-92-00 Unknown Error Elaboration.  WTF is that?  I have cleared the code, and we are waiting to see if it comes back.
