Ben,
The length of the primary runners has not so much an effect on
spoolup, but high rpm behavior. Let's say you have a 65# wheel on a
manifold with 19" runners. You will see a benefit from 5000rpm on up
compared to a short tube header. With equal exhaust pulses comes
better flow through the turbine housing, which brings better power up
top.
I say take a look at what kind of turbo you'll be running and make
your manifold decisions from there.
