[s-cars] NAC (other than my S6 is in the barn) How do I SAFELY dispose of a gas tank?

Yup, it's the fumes. 

I'd fill the tank with water, the problem is with the tank being picked
up this week, how long do I let the tank be filled with water, AND,
what do I do with the water after I've cleared the fumes? I can't 
rightly dump it down the drain, nor can I just simply dump it in the yard. 

And with the local drought, setting fire to it just isn't a good idea?

BTW, are gas fumes heavier than air? That is what I recall, so it'll
help me figure out how to ventilate it.
